High-Level Dialogue on Rural Energy and Food Security Held in Chengdu

The “High-Level Dialogue on Promoting Smart Energy for Food Security and Rural Development in Developing Countries” was held in Chengdu from October 27 to 31, 2014.

This High-Level Dialogue (HLD) was sponsored by Ministry of Agriculture of China (MOA) and Food and Agriculture Organization of the United Nations (FAO), organized by Center of International Cooperation Service of MOA (CICOS) and Rural Energy and Environment Agency of MOA (REE Agency), and co-organized by Biogas Institute of Ministry of Agriculture of China (BIOMA).

Mr. Qusixi, Counsel at Department of International Cooperation of MOA, Mr. Olivier Dubois, Senior Natural Resources Officer and Leader of Energy Team at FAO, and Mr. Li Qian, Director General of BIOMA made speeches at the opening ceremony.

Mr. Olivier Dubois also delivered a keynote address on “Tradeoffs and synergies between sustainable energy and food security”. Mr. Li Jingming, Director of REE Agency introduced the achievements and challenges in China’s experience on rural energy and Dr. Deng Liangwei, Chief Engineer of BIOMA introduced biogas technology for agricultural waste treatment in China. Mr. Liu Zhongwei introduced the FAO strategy on South-South Cooperation (SSC) and FAO-China Programm.

Participants from Mozambique, Indonesia, Zambia, Costa Rica, Cambodia, Botswana, Laos, Myanmar, Thailand and Vietnam made country reports on the rural energy development and food security situation respectively. All participants had a brainstorming on their needs and potential in the SSC. In the end, action plans for each country were drafted and presented at the HLD.

During the dialogue, participants also had a field visit to the Juxing Agriculture and Animal Husbandry Technology Company. They were introduced about the application and management of biogas technology on the swine farm.

Prior to this HLD, the “Training Course on Rural Energy under the South-South Cooperation” was held at BIOMA from Oct 9 to 25, 2014. The course was sponsored by MOA of China and FAO, organized by CICOS and co-organized by BIOMA.
